Job Description SUMMARY OF RESPONSIBILITIES: This class is responsible for the location of underground/overhead electrical and/or water/sewer lines and appurtenances in the PWC electrical and water distribution, transmission and collection systems in accordance with the laws and regulations as provided in the" North Carolina Underground Damage Prevention Act". Responsibilities include, but are not limited to, on site meetings with licensed contractors, surveyors and engineers physically identifying and locating sub-surface and aerial electrical or water/sewer utility facilities owned by PWC for survey design or excavation purposes. When locating electrical facilities, works with subsurface and aerial wires, cables, transformers, and related items that may be energized at voltages between 120 V RMS AC and 24,940 V RMS AC (medium voltage). When locating water/sewer facilities, works with various pipes and appurtenances of differing size, material and depth. Receives electronic notification on lap top computer, tablet or other electronic devices in the form used by NC 811 , Inc and physically visits the site of existing or proposed survey, excavation activity or aerial construction identified by the notification system; uses diagrammatic system maps, GIS/GPS and other specialized locating devices provided by PWC to locate and surface mark any and all electrical and or water/sewer system sub-surface facilities locations in accordance with NC statutes as well as guidelines set by the American Public Works Association; assists in identifying trouble locations during electric power or water outages; driving/operating vehicles in performance of work assignments/responsibilities. Operates independently in accordance with established policies and procedures. Extended hours, frequent on call/call back, emergency standby duties required including night, weekends and holidays often during periods of inclement weather. Performs related work as required. EQUIPMENT OPERATED: Laptop computer, tablet, GPS, ground penetrating radar, electronic pipe/cable locators, metal locators, depth recorders, hand tools, communication, and other equipment/vehicles, as required.
FULL PERFORMANCE KNOWLEDGE, SKILLS, AND ABILITIES: Ability to locate underground/overhead lines in the electrical and water distribution/transmission/sewer collection systems to specifications required by the NC Statutes within /three days of initial notification via the NC 811 One Call, Inc; three hour electronic format response is required in the event of an emergency; good knowledge and skills in the proper operation and care of equipment used in locating and identifying underground/overhead electric/water utility distribution/collection facilities; good knowledge of the safety rules, regulations and procedures as they relate to locating and working in and around energized utility systems and construction sites; ability to read/interpret maps/drawings; ability to follow oral/written instructions/drawings; ability to communicate effectively both orally and in writing; ability to develop/maintain effective working relationships with customers, general public, and all levels of employees/officials/contractors; duties performed require a high degree of accuracy to prevent damage to PWC utilities by others and minimize PWC's risks and liability.
MINIMUM QUALIFICATIONS: Graduation from high school or possession of a high school equivalency diploma and a minimum four(4) years working knowledge of electrical and/or water utility operations preferred.
SPECIAL REQUIREMENTS: Must possess/maintain a valid NC driver's license. When locating electric utilities must have demonstrated training and exposure sufficient to open and work in and around energized surface and subsurface medium voltage equipment pursuant to OSHA 1910.269; must possess good mechanical and mathematical aptitude, map reading ability and ability to work and think independently.
PHYSICAL REQUIREMENTS: Must be able to perform the essential functions of the position. Must be able to work under adverse weather conditions, walk long distances over uneven terrain, stoop and bend for long periods of time, stand for long periods, drive long distances, lift up to 60 lbs., dig holes, and effectively deal with animals, insects, and overgrown vegetation.
SAFETY HAZARDS: Exposure to energized lines/current, heights, construction site work, vehicular traffic, inclement weather, and other hazards associated with electric and water utilities work.
PROTECTIVE EQUIPMENT: As required in the Public Works Commission's Safety Manual.
