GENERAL DESCRIPTION:

A professional position responsible for performing technical reviews of considerable difficulty on professionally prepared documents for all proposed commercial and residential plats and commercial site plans for compliance with the Highlands County Code of Ordinances Land Development Regulations, and Technical Standards Manual, as they relate to site construction, and assisting with the enforcement of said code. 

ESSENTIAL JOB FUNCTIONS:

The following statements describe the principal functions of the job and its scope of responsibility but should not be considered an all-inclusive list of work requirements. Individuals may perform other duties as assigned.

• Will be responsible for examining documents for preliminary plats, site plans, and concurrency reviews.
• Attends Technical Review Meetings and provides input as required.
• Work involves participation in, and supervision of work engaged in applying development review principles to varied projects related to the safe, convenience and expedition of development review activities. 
• Prepares, and/or assists in the distribution of ordinances, resolutions, plans, maps, drawings, graphics, agenda items and specifications with various county staff for a variety of civil engineering projects.
• Requires the application of current development review principles, considerable initiative, and independent judgment to expedite the movement and review of development projects.
• Maintains a professional and safe unit and work area adhering to established safety policies and the image desired for the organization.
• Consistently follows Board policies and procedures.
• Responds productively to change and performs all other related tasks as directed.

KNOWLEDGE, SKILLS AND ABILITIES:

• Skilled in reading and interpreting plans and specifications.
• Advanced communications skills with the ability to speak communicate fluently, and to write persuasively using technical engineering terms, conduct technical inspections when required; organize information and effectively present recommendations orally and in writing; follow oral and written instructions; prepare clear, concise, and accurate reports.
• Considerable knowledge of principles and practices of civil engineering, specifically in the areas of transportation and drainage.
• Knowledge of water management district regulations and procedures.
• Ability to plan, coordinate and inspect development projects.
• Ability to operate computers for typical office functions using Microsoft Office and Adobe products as well as scheduling and report generation.
• Ability to assist in the direction, instruction and review of work assignments. 
• Ability to meet deadlines and accomplish daily tasks as required. 
• Ability to exercise good judgment and make independent decisions.
• Ability to establish and maintain effective working relationships with state and federal agencies, co-workers, managers, supervisors, directors, elected officials, vendors, and the general public.

PHYSICAL SKILLS: The person in this position: Must be able to remain in a stationary position for 50% of the time. Must be able to frequently position self to reach files and other office items located on low shelves or the floor. Must be able to inspect and assess daily email and postal mail correspondence. Frequently communicates with the public, vendors, co-workers, managers, directors. Must be able to exchange accurate information in these situations. Frequently operates various types of office equipment to include, but not limited to a computer and copy machine. Occasionally ascends/descends stairs. Rarely moves materials and office equipment weighing up to 30 lbs. Constantly works in indoor and outdoor environments. Rarely works in inclement outdoor weather conditions. Rarely operates motor vehicle for up to four (4) hours continuously or intermittently. MINIMUM QUALIFICATIONS: EDUCATION AND EXPERIENCE: Graduation from an accredited college or university with an Associate degree in engineering, architecture or related field and seven (7) years of experience in engineering activities; or a bachelor’s degree and five (5) years of experience as described above preferred. LICENSES, CERTIFICATIONS, OR REGISTRATIONS: Must possess and maintain valid Florida Driver’s license. OTHER JOB-RELATED REQUIREMENTS:

Disaster Essential.
