GENERAL DESCRIPTION:A professional position responsible for performing technical reviews of considerable difficulty on professionally prepared documents for all proposed commercial and residential plats and commercial site plans for compliance with the Highlands County Code of Ordinances Land Development Regulations, and Technical Standards Manual, as they relate to site construction, and assisting with the enforcement of said code.
ESSENTIAL JOB FUNCTIONS:The following statements describe the principal functions of the job and its scope of responsibility but should not be considered an all-inclusive list of work requirements. Individuals may perform other duties as assigned.
• Will be responsible for examining documents for preliminary plats, site plans, and concurrency reviews.KNOWLEDGE, SKILLS AND ABILITIES:
• Skilled in reading and interpreting plans and specifications.
• Advanced communications skills with the ability to speak communicate fluently, and to write persuasively using technical engineering terms, conduct technical inspections when required; organize information and effectively present recommendations orally and in writing; follow oral and written instructions; prepare clear, concise, and accurate reports.
• Considerable knowledge of principles and practices of civil engineering, specifically in the areas of transportation and drainage.
• Knowledge of water management district regulations and procedures.
• Ability to plan, coordinate and inspect development projects.
• Ability to operate computers for typical office functions using Microsoft Office and Adobe products as well as scheduling and report generation.
• Ability to assist in the direction, instruction and review of work assignments.
• Ability to meet deadlines and accomplish daily tasks as required.
• Ability to exercise good judgment and make independent decisions.
• Ability to establish and maintain effective working relationships with state and federal agencies, co-workers, managers, supervisors, directors, elected officials, vendors, and the general public.
