Under direction, to serve as a non-sworn Crime Scene Investigator on assigned cases locating, collecting, preserving, and processing evidence, testifying in court proceedings, as needed, and performing other related duties, as assigned.

SUPERVISION RECEIVED AND EXERCISED

General supervision is provided by a Police Sergeant or Lieutenant. Technical or functional supervision may be provided by other sworn police personnel. Provides technical assistance to Property and Evidence Technicians.

Examples of Duties

Responds to crime scenes at request of sworn personnel. Assumes coordination of major crime scenes.

Perform crime scene investigation, including identifying, collecting, preserving and processing physical evidence, preparation of appropriate reports, assisting in criminal investigations, and testifying in court.

Collects, photographs and preserves fingerprints, palm prints, and other types of body prints. Analyzes and compares latent prints, conducts chemical fingerprinting processing.

Records or visualizes physical or trace evidence through photographic techniques such as macro, micro, infrared, ultraviolet and alternative light sources.

Collects fingerprints and other evidence and takes photographs of deceased victims.

Collects blood and DNA samples, perform presumptive tests for bodily fluids, and prepares castings of tire, foot, hand, tool and other types of impressions.

Performs basic analysis on a variety of physical evidence.

Documents crime scenes with photographs, video recordings, diagrams, and reports and creates charts, diagrams, and other visual aids suitable for court proceedings.

Typical Qualifications

Experience and Education :

To qualify for this classification, an individual must possess any combination of experience and education that would likely produce the required knowledge and abilities and enable the individual to successfully perform the duties of the position. A typical combination is:

Experience

Journey level responsible investigative and analytical experience preferably in a law enforcement environment, including some experience interviewing victims, witnesses or suspects and processing crime scenes. Candidates must be twenty one years of age by time of appointment.

Education

Equivalent to the completion of high school supplemented by college level course work in police administration, criminology, any of the sciences useful to the profession, or a related field; a bachelor's degree is highly desirable.

LICENSES AND CERTIFICATES

Possession of a valid California driver's license issued by California Department of Motor Vehicles.

Certifications in the field of crime scene investigation are highly desirable.

OTHER:

Must have no felony convictions, or misdemeanor convictions involving moral turpitude.

THE SELECTION PROCESS

Shall consist of two phases: (If you should need assistance in completing the employment application or in participating in the selection process, please notify Human Resources prior to the filing deadline or as soon as possible).

Phase One - Application Review: The first phase of the selection process shall be a detailed review and appraisal of each candidate's application. Those candidates determined to be most qualified on the basis of education and experience, as submitted, may be invited to participate in the next phase of the selection process. No weight shall be assigned to this phase of the selection process.

Phase Two - Oral Appraisal Interview: Candidates who receive a minimum score of 70% on this phase shall have their name placed on the Eligibility List for Crime Scene Investigator. Eligibility Lists are generally valid for one year. Once the list is established, the Police Services Department may conduct follow-up assessments.

Prospective candidates must successfully complete a thorough background review. Upon a contingent offer of employment, prospective candidates must successfully complete a medical examination and provide proof of legal work status. All new employees will be fingerprinted as apart of the employment process and a criminal history check will be conducted with the Department of Justice and Federal Bureau of Investigation.

The City of Brea offers a comprehensive benefit package for eligible employees and their dependents for Brea Police Association (BPA) members, including:

SALARY RANGE: Are composed of eleven (11) steps. Merit step increases are based on satisfactory performance.

RETIREMENT: Membership in CalPERS.

Safety Classic CalPERS members hired before September 17, 2011 will be enrolled in the 3% @ 50 retirement formula and pay the employee's 12% share. CalPERS Classic members hired after September 17, 2011 will be enrolled in the 2% @ 50 retirement formula and pay the 12% share. New or returning CalPERS members with a break in service greater than six months, will be enrolled in the 2.7% @ 57 retirement formula and will be required to pay 50% of the normal CalPERS cost (currently 13%). The City does not participate in Social Security; however, employees pay the cost to participate in Medicare.

Non-Safety Classic CalPERS members will be enrolled in the 2% @ 55 retirement formula and pay the employee's 7% share. New CalPERS members, or returning CalPERS members with a break in service greater than six months, will be enrolled in the 2% @ 62 retirement formula and will be required to pay 50% of the normal CalPERS cost (currently 6.25%). The City does not participate in Social Security; however, employees pay the cost to participate in Medicare.

HEALTH INSURANCE: The City provides up to $1,550 per month towards health insurance for employee and dependents through the CalPERS Health Benefit program. Alternatively, there is a $325 medical opt out payment for employees who are insured outside the City's insurance coverage.

GROUP INSURANCE PROGRAMS : Available to eligible City employees and qualified dependents. These programs include dental, vision, supplemental life and accidental death and dismemberment insurances.

FLEXIBLE SPENDING ACCOUNTS: Available where employees use pre-tax salary to pay for regular child care, adult dependent care and/or medical expenses.

RETIRMENT SAVINGS ACCOUNT: The City offers a voluntary 457 (b) Deferred Compensation Plan for an additional tax-deferred savings option.

WELLNESS REIMBURSEMENT: Up to $450 per fiscal year for eligible items.

BILINGUAL PAY: $200 per month for eligible languages in addition to English. Each additional language spoken after the first shall be compensated at the rate of $25 per month.

POST PAY: Sworn Police Officers may be eligible for POST pay.
  • Intermediate POST Pay: A Police Officer who obtains and maintains an intermediate POST certificate will qualify for seven and one-half percent (7.5%) additional compensation.
  • Advanced POST Pay: A Police Officer who possesses and maintains a POST Advanced Certificate will qualify for twelve and one-half percent (12.5%) additional compensation.
SPECIAL ASSIGNMENT PAY: Sworn police personnel and a PSO (assigned to investigation unit) appointed to an eligible special assignment shall receive special assignment pay of five percent (5%). Eligible assignments are as follows:
  • Corporal
  • Investigation
  • K-9 Handler
  • Traffic
  • School Resource Officer
  • Downtown Liaison Officer
  • Crime Suppression Unit
  • Homeless Liaison Officer
TUITION/CERTIFICATE REIMBURSEMENT: Employees are eligible for tuition reimbursement/certificate reimbursement based on their bargaining group.

HOLIDAYS: In lieu of having time off for holidays, employees covered by this bargaining unit shall be entitled to additional compensation of nine (9) hours of straight time pay on the City designated holidays. Each non-shift employee shall accrue holiday hours at a rate of approximately four point fifteen (4.15) hours per eighty (80) regularly scheduled hours worked to a maximum of one-hundred eight (108) hours each fiscal year. Shift employees do not have designated holidays. Shift employees shall accrue one hundred eight (108) holiday hours per fiscal year at the rate of approximately four point fifteen (4.15) hours per pay period.

GENERAL LEAVE: Employees shall earn and accrue vacation and sick leave time based on their bargaining group.

UNIFORM ALLOWANCE: Uniform allowance up to $850 shall be paid per fiscal year for employees who are required to have class B uniform. All other employees may be eligible for up to $700.
